Starting with the performance target of local public financial expenditure on science and technology, according to its target orientation, the paper designs the performance evaluation index system model by syetem theory, and lays down the basic rules on the base of the characteristics of the local public financial expenditure on science and technology. Based on the analysis, the authors constructed three different performance evaluation index systems. In addition,the paper sets the practice of this index system from the composition of system and its process.
