Based on the analysis of the theoretic and econometric studies of the technology transfer from MNCs since 1960's,the paper found that the influence on the technology progress of host countries produced by technology transfer of MNCs is uncertain. The reason lies on the different understanding of technology transfer and lack of compositive studies based on the process of technology transfer. We compartmentalized the different levels of technology transfer, and bring forward the corresponding evaluation criterion. It constitutes the new analysis framework based on improving the technology innovation capability of the host enterprises.
