It is believed that the sourcing ability based on the value innovation is the real inner impetus for the growth and development of the advanced manufacturing base. Further more, cluster resources needs hierarchy is underlying the cluster resources needs at the various level and phrase in its evolvement. In addition to the innovation, market, culture, and traditional factors, cluster specific synergy is of more importance for the development of the advanced manufacturing base. And the management implications are also expounded on in the paper.
