The construction and operation of the modern city is typically a complex open giant system. Based on the traditional single model of BOT and the construction practice of new Qionglai city, this paper proposes the theory of C-BOT system which is concerning the new theory of system for construction and operation of the small and medium cities. To promote and implement the C-BOT model will accelerate the process of urbanization revolution in China and in the other developing countries.
