The unsuccessful development of China's civilian aircraft industry for the last two decades is due to the illusion of relying foreign technology, and its roots lie in the old system. By laying out a theoretical framework for thinking about technological capabilities and analyzing three lessons from the past experiences, this paper points out that the successful development of China's civilian aircraft industry in the 21st century would depend on a strategy that breaks the old system and sticks to the principle of autonomous innovation.
