Abstract:Statistics data shows that there is a statistically inverted-U relationship between urban eco-environment (UE) and urban competitiveness (UC), in the background of globalization. Six industry types were gotten by two indexes including industries' eco-environmental demand and pressure. The statistical result shows that there is a strong relationship between the changes of industrial structure and evolvement of UE according to new industrial classification. The drive mechanism of the evolvement of urban eco-environment was analyzed from the perspectives of human demand and global work division. The conclusion is that the development stratagem, industrial policies, and environmental policies must be fit with their ranks among the global urban system. At the era of globalization, so far as the environmental policies, the rationality could not be assessed with the level of strict, but the attraction and fitness to some sections of the industry's value-chain. City policy makers should stand on the combination of cities' competitiveness, industry policy and environment policy. None but these kinds of environmental policies can probably enhance the UC in rapid, stable and balanced development at the least resources input and lowest environmental cost.
