Along with the in-depth development of international science and technology cooperation and exchange, more attention will be drawn towards the problem of intellectual property right. Therefore China Association for International Science and Technology Cooperation was required to make an investigation and study on the problem of intellectual property right(IPR) in international science and technology cooperation(ISTC)by the Department of International Cooperation of Science and Technology Ministry and State IPR Office. The paper investigates the present situation, existing problems of IPR management in ISTC of administrative departments, program management departments of science and technology, research institutes, universities and enterprises. The author analyses these problems and introduces practices in IPR management of foreign countries which are valuable for reference, and makes policy suggestions of strengthening IPR management in ISTC.
