The problem of construction payment default in construction field has produced serious influence on economic and social development in China. At first, this paper points out the basic characteristics of payment default in construction field, then puts forward detailed countermeasures from eight aspects, which consists of speeding up establishing the social credit system, strengthening market management and supervision, expediting establishing construction risk management system that mainly include construction guarantee and insurance, rational dividing the infrastructure projects according to their marketing attributes, reforming investment and financing system of government projects, actively carrying out market operation of infrastructure project, widening financing channels of real estate development projects, decreasing the vacancy rate of commercial houses.
