Based on the comprehension of the content and meaning of the scientific viewpoint of development, this paper analyzes the status quo and existing problems in current policy operating mechanism, and discusses its guarantee and support function in the realization of scientific development. The paper induces the policy operating mechanisms in developed countries, theory and practice of policy evaluating mechanisms in particular, and uses them for reference to table some policy proposals, such as the direction, goal, start point and step-by-step implementation of perfecting policy evaluating mechanism at the present stage in China. The departments of land and resources should first take completed strict evaluation of the policies that constituted by themselves, so as to ensure that China could realize national macro-control goals by land resources.
