The characteristics, types of emergency logistics and their impacts on the design of emergency logistics system are analyzed, and the elements, characteristics and design principles of the system are also analyzed. The framework and emergent response mechanism of the system are put forward, including the aim, restrictions, supporting environments, four hierarchies of the framework, functions and feedback control mechanism of the system.
