Abstract:The paper reviews the history of WAPI and illuminates that ambiguity of attitude induced by disordered cognition baffles the technological innovation. The hard experience of WAPI applying for international standards indicates that independent innovation necessarily has to eonfront with the interference and inhibition from the international monopoly groups. A series of action and the progress achieved by the standard workgroup shows that insisting on independent innovation is the only hope to break the blockage of monopoly and the iron curtain that restrict the development of our hightech industry.
