There are problems of HSE(health, safety, environmental protection) in construction projects, which affect public safety. The key solution is to create a much higher environmental risk which emerges outside of the companies, so as to urge the companies to become the main supervisory of public safety of production. The HSE management system in the construction projects can provide an appropriate means to improve the public safety production. The hazard risks from operating and engineering will be controlled, if HSE management system for owners encourages the contractor's HSE by purchasing construction products in the market. The approach can also initiatively measure the performances of HSE management by setting the leading, current and injury indicators, and it is different from traditional passive techniques of measuring safety-management performances.
