Based on the operation analysis of popularization agencies for agricultural technology of Zhejiang province, this paper demonstrates the function of these agencies have been weakened in different degree. Except the popularization system, some other factors also impact the exertion of these agencies. The comparative "small section" tendency of agricultural development contributes to the neglected situation of agriculture and agriculture science and technology as well by local government; agriculture technical staff cannot adapt the change of agricultural structure; the decrease of the number of people employed in agricultural production makes the comparatively huge number of popularization staff for agriculture technology; at the same time, some non-governmental organizations have taken place of the governmental organizations in several respects. Due to these problems, the transformation of agricultural popularization must be carried out in the system level.
