The competitiveness of characteristic industrial cluster lies in two aspects. One is the ability to scramble for resources (markets) and control markets .The other is special resources and system background. Using an evaluation model on competitiveness of characteristic industrial cluster, this article puts forward the conclusion that only with the powerful ability of controlling markets, sustained ability of making innovations of technique, plentiful resources of organization and fine system background, can characteristic industrial cluster subsist in the fiercely rival markets, expand and develop.
