Promoting technology progress in count-based region plays an important role in the improvement of regional technology. Based on the practice for building up S&T-based count in Zhejiang Province, the paper gives out a specific index framework for evaluating technology progress in count-based administrative region with the principle and method of systems theory. With the application of modern computing technology, such as mathematical statistics and datamining, an approach to the method for evaluating technology progress in count-based region is put forward with the characteristic of object-orient management and dynamic evaluation.
