This paper proposes and analyses several outstanding issues in the current studies of Chinese innovation system. The authors argue that, the Chinese innovation system is an ex - ante concept. The studies of innovation system should emphasize the analysis of concrete issues from multi -aspects such as industry and region, and the evaluation and comparison of innovation system and innovative capability between different regions should be implemented cautiously,
