The evaluation of operating benefit for national forest resource asset is the test of its operating result,it is also the basis to control the operating process.Guided by the values of sustainable development and with systemic theory and hiberarchy analysis,the paper provides a step-up hiberarehy basic frame to describe the index system and a step-up hiberarchy general evaluation model to appraise the index system which are suitable for the practice of national forest re- source asset operating benefit.On the basis of using domestic and overseas relative study results for reference,it pro- vides the threshold value range of the critical value of 5 grades appraising criterion for appraising index values.
