This article sums up the collaborative development paths of Intellectual Property Protection and Technology Innovation in America, Japan and Korea ; on the basis of this, the effects of intellectual property right system under independent - innovation and imitation - innovation models of technology innovation are analyzed ; then it draws a conclusion that the ultimate aim of intellectual property protection is to increase the capacity of independent - innovation. After studying and drawing lessons from foreign counties, our county should set up the system of intellectual property adapting to the technology level.
