Industrial clusters are the agglomerations of entrepreneurs.The formation of industrial clusters results from the imitation of groups of entrepreneurs induced by the innovation of some individual entrepreneurs.Entrepreneurs play important roles in the growth of industrial clusters and act as driving forces to promote the evolution of industrial clusters from elementary stage to advanced stage.Industrial clusters will meet different constraints in different stages and need respective types of entrepreneurs' innovative activities to break the development bottleneck to promote the growth,upgrade and innovation of industrial clusters.The paper presents an evolution theory of industrial clusters from the perspective of entrepreneurs with the combination of the evolution characteristics of industrial clusters' life cycle.And it investigates the driving forces of industrial clusters and analyzes the roles of entrepreneurs based on the empirical study on Dounan's flower industrial clusters.
