This paper has studied S&T input macro and systematical management based on WSR methodology,established its three-dimension graph including WuLi,ShiLi and RenLi.Furthermore,with regard to the complexity of units' behavior in S&T input system,the paper has analyzed thoroughly RenLi related factors such as S&T undertakers' behavior,comprehensive model of management and organization behavior,means of relation coordination and control etc.and provided theoretical basis and guiding principles for the settlement of coordination and control in S&T input macro and systematical management.
