Multinational R&D is becoming one important part of Chinese national innovation system.Therefore,how to support the localization of these foreign R&D is a hot topic for academics and governments.Based on about 30 interviews with R&D managers of foreign R&D in China,this paper summarized barriers for foreign R&D,and then,the paper analyzed the impacts of the experience of foreign R&D managers and the location of foreign R&D lab on the barriers for foreign R&D in China.The authors found that policy environment is still the leading barriers for foreign R&D in China,and the lack of innovation talents is receiving more and more attention.Also,the paper indicated the related policy implications at last.
