Establishing the criterion of identifying industrial cluster is an important foundation to quantitatively evaluate the performance of industrial cluster. The paper applies relational contract theory, division theory of work and inputoutput analytical method to explore the intension and requirement of three sub - criterions which are identifying industrial cluster, classifying the industry of clusters and identifying the boundary of clusters. So as to frame the identifying criterion of industrial clusters and put forward constructive ideas on current industry classifying system.
