Through the analysis of regional S&T creativity factors,a regional knowledge production model is built based on the regional agglomeration index of S&T human resources.The quantitative analysis of S&T human resource regional agglomeration effect could be conducted by analyzing the expense of input and output of the given unit.And the agglomeration effect of S&T human resource in different region is analyzed by the data collected in recent four years.
