Strong innovation capability is basic for a country to develop manufacturing industry.Technological innovation capabilities are influenced by many characteristics,not only include factors inside manufacturing companies,such as R&D and other innovation activities,but also include factors outside companies,such as industrial policies,financing environment,basic establishment,innovation culture and others.This paper tries to establish an analytical framework to investigate innovation capabilities of China's manufacturing industries based on current statistical data.Based on the framework,this paper analyzes the current innovation capabilities of China's manufacturing industries by using the data of 2000 R&D resource survey and gets some valuable results.
