    摘要:

    人才聚集是人才流动的产物。当人才流动达到一定规模时,就会产生人才聚集现象。若人才聚集内外环境、人际关系等都比较适宜,人才聚集就会出现加总作用。形成人才聚集效应。本文在分析人才聚集现象后,提出了人才聚集现象和人才聚集效应的概念以及知识溢出效应、创新效应等人才聚集效应的8个具体特征。在此基础上,运用层次分析方法,对人才聚集效应的具体特征进行了总排序,依次为:创新效应、区域效应、时间效应、规模效应、激励效应、信息共享效应、知识溢出效应、集体学习效应。为促进人才聚集现象向人才聚集效应转变提供了重点管理的依据。

    Abstract:

    Talent accumulation is the result of talent flowage. There will be the phenomenon of talent accumulation when the talents keep on flowing. With the agreeable internal and external environment and the harmonious interpersonal relatiortship, talent accumulation will be multiplied and bring on the effect of talent accumulation consequently. After analyzing the phenomenon of talent accumulation, this paper puts forward the concept of the phenomenon and effect of talent accumulation, eight characteristics of it, such as the effect of knowledge overflow and innovation. On the basis of it, this article ranges the characters of the effect of talent aggregation with analytic hierarchy process. There are innovational effect, area effect, time effect, scale effect, incentive effect, effect of information sharing, effect of knowledge spillover, effect of collective learning in turn. This supports basis for emphatic management in the process of promoting the phenomenon of talent accumulation turning to the effect of talent accumulation.
