Nowadays the traditional contract between the government and science is faced with challenge,and the new relationship between them is forming.This kind of relationship enhances the idea that the government should support science,and take the nonlinear model of science with technology as the theoretical foundation of government's science and technology policy.It gives prominence to the contact of science with the national interest,and establishes the new principle of government funding science on the basis of the new relation.In the meantime,it emphasizes enhancing the government's function of governing science system.
