Public participation has become a necessary legal process in the natural resources decision - making process. However, a wrong public participation mode will decrease the satisfaction and reception of decision - making. According to the characteristics of natural resources decision - making, this paper modified the Vroom - Yetton model, which was used in business management decision - making arena, and built a Vroom - Yetton modified model suitable for the natural resources decision - making field. A case was analyzed to show how to use the modified model to solve a practical problem. At the end of this paper, the selecting procedure and applicable condition of public participation mode was concluded.
