This text selects a comprehensive index method to evaluate the reasonability of science and technology talented people flow on the basis of established multi - layer evaluation index system of technical talents reasonable flow and considering the advantages, maneuverability and the expenses of implementation. According to the influence of evaluation index and the data source, the traditional comprehensive index model is reformed and the computation method and process of new comprehensive index method are explained. Based on layer analysis method, a discriminant matrix can be structured, and the evaluation index weight of the new comprehensive index evaluation model can be determined and the consistency check of the discriminant matrix is studied. It also apply the comprehensive index method to the empirical measurement and analysis.
