Circular economy is not only a new mode of economic development, but also a new growth mode. Circular economy follows the basic guiding principles, such as reduction, reuse and resource, and there are four levels in the practice, such as enterprise, industrial zone, city and zone. Nowadays, our circular economy development is in the initial stage so as to need the support and guarantee of laws. The legislation of circular economy need four principles of the theory of law which are reestimate the value of natural resources, pay attention to unite and advance the different ecological ethic, deepen the study of ecological threshold and question closely the deep bionomics. Guilding by these legislation priciples, correlative departments have made the prescripts about legislation goals, guilding ideology, extension of tryout, basic framework and primary legal system and measures, and have formed the elementary framework plan of circular economy draft act.
