Abstract:China put forward a plan to construct Innovative Country in The Action Plan for Scientific Literacy published by the State Council On March 20, 2006, with the goal which comprises 1 Sci - tech input and 5 outputs. To evaluate the output performance of Sci - tech input of the plan and considering the shortage of contribution ratio of sci - tech advance which calculated by remnant values method, this article introduces the endogenous growth theory and establishes the relevant framework and index system with endogenous growth theory on the basis of inducing and summarizing traditional sci- tech evaluation method.
