This article analyses the situation,characteristic and role of those PNEOs through the data of the national questionnaires.According to the survey,these PNEOs are experiencing a transformation period after from rapid increas- ing to relative suspending.The development of PNEOs is highly effected by the policy and artificial factors.It is found that the PNEOs have much more contribution than social associations to employment and economy,especial in employ- ment.Chinese PNEOs have more strong autonomy and weak publicness characters.The strong autonomy of PNEOs has changed their image of the secondary government,but the weak publicness is a disadvantage of shaping a harmony,or- dered civil society.It needs the long term co-working of government,PNOES and publics.
