Based on the discrimination of the concepts and characters of industrial generic technology and industry cluster, the relations between them were analyzed. The paper believes that the industrial generic technology boosts the formation of industry cluster; the industry cluster advances the development of industrial generic technology. It summarizes the main model of industry cluster for advancing the development of industrial generic technology. At the end, some policy advices of that through industrial generic technology and industry cluster development to advance region economy development are proposed.
