A framework of Human Sustainable Development Index(HSDI)is proposed based on the Human Develop- ment Index(HDI)concept,proposed by UN,by incorporating the environmental pollution indicator and the energy con- sume indicator.The index is used to comprehensively evaluate the sustainable development status of thirty-one prov- inces(municipalities and cities)of China from 1995 to 2003.The variation of the HSDI of every province or municipal- ity for each year is further analyzed.The results make a reference for local policy makers.
