Technology standard is one of the most famous topics in both the academe and the industry all over the world. However, the literatures and theories in existence did have shortages more or less in the explanation of standardization. Based on the comprehensive analysis on the economics and sociology theories about the formation of technology standard, this paper established a new model of standardization basing on layered evolvement. Finally, the self - organization essential was brought forward, and the entry time for the government in the standardization was also advised.
