The crisis control is an important responsibility of the government.But the government should have to be mod- erate to the crisis.This paper discusses tile necessity of moderate response of the government to crisis control from the points of the efficiency rationality of the economics,the conservative rationality of the politics and the autonomous ration- ality of the sociology;the paper also set up the model,and propose to set up the moderate response mechanism of the government to crisis from moderate aspect and so on response premise,restraint condition,objective function as well as examination condition.
