During the process of the evolution of property rights change from planned economy to market economy,the property rights become gradually clearly dehmitated,so that the mechanism of market play an important role in the utili- zation of common pool resources in tourism.However,the conclusions based on a model of an old cultural town demon- strate that only the property rights evolves towards the direction of more unisonous distribution,can the governing and the market mechanism operate unisonously in the utilization of common pool resources in tourism characterizing by the coex- isting of governing and market mechanism.The demonstration has special implications of innovation about the governing and lawmaking in the utilization of common pool resources in tourism in China.
