The paper reveals that the compensatory mechanism of the new rural cooperative medical system is a discriminating mechanism. Taking the income difference as the angle of view, the paper analyses two different discriminating phenomena which exist in the compensatory mechanism of the new rural cooperative medical system, then analyses the reasons which result in the two discriminations, and proposes measures to eliminate the discriminations. The purpose is to provide some suggestions for the success of the experiment of the new rural cooperative medical system.
