On the basis of analyzing the meaning, function and effect of innovative culture and through comparing the effects of Chinese and west culture on technology innovation, this article points out that some ideas of our traditional culture limit the innovation in our country ,and uses an example empirically to analyze the reason that the positive circulation does not form in innovative networks among the supplier, the manufacturer and the user. Cooperation among each enterprise participant can improve the innovation competence and the whole innovation efficiency. Culture affects innovation, we should reform and innovate traditional culture firstly to make it had an innovative culture and surrounding if we want improve the level of technical innovation.
