From a perspective of learners, technological protections from technology providers, technological gap and transactional friction between supplier and demander, the technological attribute and the problems in technology management, will ultimately be translated into technology price, transactional cost, opportunity cost of manpower, and overhead expenses of technology. The problem of obstacles in technological learning is essentially that of the learning cost.
