Scientific research is one of the primitive tasks and functions of universities. The university scientific research competitiveness evaluation is the main part of university evaluation. This paper designs and proves a new scientific research competitiveness evaluation method on Chinese undergraduate universities with some quantitative and qualitative ways, to construct evaluation system of scientific research competitiveness according to the devotion, output and benefit. This evaluation takes classification evaluation as principles and represents science, rationality, objectivity and impartiality. This research provides beneficial exploration and practice on the evaluation of Chinese scientific research competitiveness.
