This paper structures the three - layer model on enterprise competitiveness, such as apparent layer, factor layer and deciding layer. The model structure is analyzed. Then pointing out that the factor layer is made up of T,Q ,C ,S, E, then based on these, the author puts forward the way to strengthen the enterprise competitiveness.
