The adjustment and optimization of region industrial structure is the important guarantee for improving the regional independent innovation, industry upgrading and Chinese economy development healthily. For many years, the central authority has taken a series of measures, but the region economic conflict was still the significant barrier during the Chinese region industrial structure adjustment. The local authority competition is the main reason resulting in this barrier. In order to eliminate this barrier, we should adopt three policies. First, we should advocate adequate Achievements View and make the new rules of Leader Checking - up System as soon as possible. Second, the central authority must organize the legislation of regional coordination. Third, we should perfect fiscal tax system, reform the mechanism of resources price and bring forth the rational flow of factors. Finally, we should base on the economic region but not on the administrative division in the regional economy planning.
