Traditional cultural institution is one kind of system characterized by no handle separation.Government de- partments play the roles of both"public culture administration"and"investor of state-owned assets".Therefore,it has led to the high complexity in reforming process.For a long time,the theoretical realm of culture attaches great im- portance to the enormous function and effect of administration force to the reformation of cultural institution.Simultane- ously,there is an inclination of simplifying the very complicated reformation of cultural institution into the government decision,so it brings about the ignorance to the law itself during the process of reformation of cultural institution.As for the reformation practice,the initial condition of reformation of cultural institution allowed not to exceed,also to the pha- ses of reformation.Therefore,it has important theoretical significance and practical implemental value,if we study the reformation of cultural institution by stages,recognize the characters of every stages during the process of reformation, and come to know the peculiar roadway of reformation of cultural institution,and finally establish the fundamental coun- termeasure in deepening the reformation.
