Based on reconstructing the phase theory of the development of circular economy,this paper focuses on the study of the different stages of circular economy by changing the harmonious development between environment and econ- omy under the condition of 2-D into that of 3-D(resource,economy and environment)perspective.According to sim- ulation analysis and study of the three stages of circular economy-initial stage,developing stage and mature stage,the modes and means in different stages of development of circular economy are gained.At the end,the paper finds the best method of developing circular economy in the three stages by comparing all of the methods.
