Using the matching way,the paper puts forward a measurement of industrial strategic matching extent and an- alyses various matching extent Between Westchina and MNC,China.The study shows that the lower industrial strategic matching extent of three decision-making main body results in the inferior position of Westchina in absorbing FDI and this status will keep in long time.The paper also points out the qualification of Westchina for increasing FDI.
