The quantitative evaluation on industrial cluster's competitiveness has been a very important theoretical and practi- cal problem of the research on industrial cluster.Firstly,this text parses the GEM model of evaluation on industrial cluster' s competitiveness of which is the most influencing model at present.Then,by analyzing the essential characteristics of indus- trial duster's competitiveness,it points out the limitations of GEM model,and establishes the GEMN model at the angle of innovative network which is the amelioration model of evaluation on industrial cluster's competitiveness based on the GEM model.It also discusses the structure and composing of GEMN model and their quantifieational treatments.
