Firstly introduce the implication of "3-Zone Interaction" innovation network,and then review and summarize the relative theories about civic innovation system.In the followed,with a model the authors analyze the position and significance of "3-Zone Interaction" innovation network in the civic innovation system in order to improve the innovation ability of "3-Zone Interaction" innovation network and civic innovation systems.
