The maturity of internet technology especially broadband technology has educated a worldwide emerging industry-VoIP industry-for mankind's unending requirements of communication.In order to deepen the public's comprehension on this industry and to present guidance on the decision-making of industry policy makers,some researches on this industry were implemented.First,the formation force of VoIP industry was explored from four aspects.Second,based on the industrial evolving theory by Harvard Business School,it was concluded that VoIP industry is a radical model of industrial evolvement.Third,after disserting the relationship between VoIP industry and NGN,the future convergence model of VoIP industry was proposed.Last but not least,some relevant advices on scientific regulation policy were presented when contrasting the VoIP industry development of China with USA,Japan and South Korea.
