This article built up an evaluation model through questionnaire investigation.And then it compared the difference between scores on the evaluating indexes of technology entrepreneurs'quality of Hefei and Shenzhen by using sequence research and T-test.The indexes include all of the first degree ones and some relatively important secondary ones.After these work,we got the internal information about the technology entrepreneurs of these two city.Finally we gave a suggestion to these two cities that they should learn from each other's experiences of cultivating technology entrepreneurs'quality to propel the development of start-up enterprises.
