Focus of the Wenchuan earthquake rescue and relief efforts has been gradually shifted to post-quake recovery and reconstruction,during which phase policy implementation becomes especially important.This article pointed that catastrophes like the Wenchuan earthquake have resulted in the decision dilemma which needs to swiftly balance the speed and complexity, unity and diversity,equality and efficiency,cost and benefit,democratic and scientific,unique and comprehensive,and decision-making and implementation.Therefore,policy implementation during the recovery and reconstruction phase of Wenchuan earthquake should rather be transparent,dynamic,active and corrective. A participatory policy platform which involves both the state and the society,a bottom-up information system to provide decision-makers with the necessary information,a third-party policy review and evaluation mechanism,as well as a physical,human,financial and natural capital support system,should be designed,developed and applied carefully.
